TaxCloud is a service of The Federal Tax Authority, LLC (d/b/a TaxCloud), a Washington Limited Liability Company. The company is driven by a simple mission: offer online retailers a free and easy way to calculate and collect sales tax. Since inception, TaxCloud has been designed to ensure ease of use and minimal cost for retailers. TaxCloud first achieved Certified Service Provider (CSP) designation with the states in 2010. Today, TaxCloud is one of the largest providers of sales tax compliance services, with more than 28,000 online retailers registered. Fred Schapelhouman, CFO, Co-founder
Fred Schapelhouman has over 30 years of experience in various senior financial roles. Mr. Schapelhouman has also been the CFO of Insightful Corporation, a $20 million, 100-employee public company, and the CFO of Aris Corporation, a $60 million, 400-employee publicly traded professional services firm. Mr. Schapelhouman was Vice President of Finance at Sierra On-Line, a $200 million, 1,000-employee publicly traded company. Mr. Schapelhouman earned a B.S. in accounting from San Jose State University and an M.B.A. in finance from Golden Gate University. He is a CPA, CFE (Certified Fraud Examiner), and CVA (Certified Valuation Analyst).
R. David L. Campbell, COO, Co-founder
David Campbell is a successful and visionary entrepreneur. Before leading the formation of FedTax in 2008, from 2005 until 2008 he founded and led Deep9, a company that provided secure remote data archival for regulatory compliance. Prior to that, from 1995 to 2005 he was the chairman and founder of Punch Networks, the first company to commercialize online file storage and synchronization. Mr. Campbell earned both a BFA and a BID from the Rhode Island School of Design, where he also earned the inaugural Rachel Carson Award for Excellence. Mr. Campbell has authored over twenty patent applications and has been issued six US patents.
Patrick D. Riley, VP Corp & Business Development
Pat Riley brings 28 years of sales, business development, marketing and IT services experience with both large corporate and entrepreneurial technology firms. He began his career with NCR Corporation where he quickly rose through the sales, marketing management, and sales leadership ranks. He then joined Millennia III, an IT Services start-up, where he led Marketing and Business Development producing rapid revenue growth and played a key role in the sale of the company to EMC Corporation. From 2004 to 2014, Mr. Riley was Managing Director of Consulting & Business Development at Orange Business Services where he led a 55 person organization consistently delivering double-digit revenue growth, margin improvement and led the entry into new service growth areas. He left Orange with several colleagues to run Marketing and Business Development at start-up Nuvem Networks, where he co-authored a US patent. Prior to joining FedTax in May of 2017, he was Vice President of Strategic Programs at Xerox Services (now Conduent). Mr. Riley graduated from Boston College with a degree in Marketing.
Steve Yu, Lead Database Engineer
Steve Yu has over 20 years of experience as a senior database architect. Prior to joining FedTax, Mr. Yu was instrumental in the design, development, deployment, and maintenance of extremely large database systems at Pitney Bowes, Citibank, Liberty Travel, and NY Telecom. Prior to these engagements, Mr. Yu was a Senior Database Architect at Oracle Corporation. Mr. Yu is expertly versed in database security and availability for Oracle, MS SQL, MySQL, AS400 DB2, PostgreSQL, Hadoop. Mr. Yu earned an M.S. in Industrial Engineering from the New Jersey Institute of Technology as well as an M.S. in Computer Science from the City College of CUNY where he graduated magna cum laude.
Russ Brubaker, VP Government Affairs
Russ Brubaker has more than 30 years of experience as a state revenue official, most recently as Senior Assistant Director for Tax Policy and National Tax Policy Advisor for the Washington State Department of Revenue. He is the past president of the Streamlined Sales Tax Governing Board and the 2011 recipient of the Wade Anderson Memorial Medal for Leadership in Interstate Tax Cooperation, presented jointly by the Federation of Tax Administrators and Multistate Tax Commission. He has chaired nonprofit boards related to health care and solid waste, and City of Seattle task forces related to civil rights and green space. He holds a BA from Washington University and an MA from the University of Rochester.
Jerry Johnson, VP Government Affairs
Jerry Johnson served for over 17 years as the Vice Chair of the Oklahoma Tax Commission. While serving on the Commission he was very involved in national tax organizations and was President of the Federation of Tax Administrators and the Streamlined Sales Tax Governing Board. Prior to being appointed to the Commission, he was the Director of the Fiscal Staff for the Oklahoma State Senate. He received his BA from Oklahoma Baptist University and MPA from the University of Oklahoma.
Gary Centlivre, VP Midwest Operations & Outreach
Gary Centlivre has over 20 years of experience as a state tax official at the Kansas Department of Revenue, where he was instrumental in the formation of the Electronic Services Bureau and directed a continuous effort to provide efficient electronic payment and tax return filing services and applications. In 2003, he received the e.Gov Solutions Center Trailblazer Award for innovations in online tax reporting. Mr. Centlivre has also served as a technology advisor to the Streamlined Sales and Use Tax Agreement and was chair of the Streamlined Sales Tax Certification Committee from 2006 to 2013.
Stephen Barnes, Director of Merchant Development & Communications
Stephen Barnes has over 20 years of banking, sales & marketing, and business development experience with finance and biotechnology firms. He began his career in 1996 with ING Barings Bank in Santiago, Chile where he worked as a credit analyst in the corporate finance department. Subsequently, he joined the Spanish investment bank, Santander Investment where he worked as an M&A analyst. After returning to New York City in 2001, Mr. Barnes worked in brand marketing and drug acquisition for the Specialty Therapeutics division of Schering-Plough (Merck), and from 2005 until 2015 he held various senior roles with the biotechnology company, Genentech, Inc. Mr. Barnes has an MBA from the Thunderbird School of Global Management at Arizona State University. He is fluent in English/Spanish.
Thomas Milan, Director of Product Development
Thomas Milan has more than 20 years of software development experience with a focus on delivering solutions for commercial real estate lenders, retail operators, and payroll and benefits organizations. His solutions have accurately paid millions of dollars in distributions for commercial real estate investors and helped organizations manage and lease large retail portfolios. Thomas has previously worked for Datex Property Solutions, Westwood Financial, Dexia Bank (Artesia Mortgage), OpenText, and Adobe Systems.
Sean McKiernan, Director of Tax Solutions
Sean McKiernan provides a broad and deep set of business expertise and insights from his 20+ year career in corporate controllership and business development functions for large U.S. and multi-national corporations and five years of Big-4 public accounting. Sean is a CPA with experience in financial, managerial and SEC reporting; application of technical accounting pronouncements; internal control design and implementation; and financial systems configuration and optimization. Sean’s business development experience includes strategic partnership conceptualization and formation; contract negotiations; business process design; risk assessment and management; interaction with federal and state regulatory bodies; and full product lifecycle management. Mr. McKiernan received his Masters of Business Administration and Masters of Science in Accountancy degrees from Northeastern University’s Graduate School of Professional Accounting and his Bachelor of Science in Economics degree from Hobart and William Smith Colleges

Mark Johnson has over 17 years of experience in customer support and relationship management. In related capacities, he has worked for a wide range of companies including Oracle, Time, Inc., NeoPost, and eTouches. As Director of Customer Success at TaxCloud, Mark partners with Merchant Development to ensure that client engagements are delivered with the highest level of quality and professionalism. With knowledge of CRM and CMS software, Mark is leading implementation of Salesforce.com, Pardot, and machine learning technologies.
